fuí miembro, desde su fundación hasta 1999, del Consejo
Editorial
de la revista WEB. Desde su fundación en el año 2000
hasta 2003 coordiné
y moderé el Foro
de Nuevas Tecnologías del Grupo Cibernos, dirigido a
directivos
y profesionales de las Tecnologías de la Información y la
Comunicaciones.
Doy frecuentes conferencias
y escribo artículos sobre temas relacionados con el impacto
social de
las Tecnologías
de la Información y de las Comunicaciones, en los últimos
años en
particular sobre Software Libre y Conocimiento abierto (ver un
artículo
sobre Software Libre pulsando aquí).
Desde 2001 soy Profesor de
las asignaturas Informática Jurídica y Derecho
Informático en la
Facultad de Derecho / ICADE de la Universidad
Pontificia Comillas.
Anteriormente, desde 1969 a 1995, ocupé diversas funciones en Olivetti, Honeywell Bull e IBM. En este última empresa me fueron concedidos diversos premios corporativos internacionales (Outstanding Achievement Award del Presidente de IBM Corp. y Outstanding Contribution Award) a la investigación y desarrollo en el área de Arquitectura de Datos e Información, por trabajos llevados a cabo en los Laboratorios de Santa Teresa (California) y Roma.
Autor del Glosario básico inglés-español para usuarios de Internet, primera obra de dicho tipo editada en el mundo de habla hispana, ampliamente referenciada y enlazada desde numerosos puntos de la red. Fue publicada inicialmente en abril de 1994 en la revista Novática y ha tenido tres ediciones impresas con una tirada total de 105.000 ejemplares (noviembre 1995, junio 1996, septiembre 1999 y mayo 2001) y un total de cerca de medio millón de accesos (más de 200.000 en 2000) a la versión en línea.
Coautor del libro colectivo de divulgación
científica
titulado "Esto
es imposible (Científicos visionarios a quienes nadie
creyó,
pero que cambiaron el mundo)", más concretamente del
capítulo
titulado "Locos por el cálculo", publicado
también en la revista Novática (pulsar aquí).
Este libro, editado por Aguilar,
relata historias de la ciencia que no enseñan los libros de
texto
pues el manto de fama que hoy cubre a muchos científicos oculta
frecuentemente las vicisitudes que tuvieron que pasar al enfrentarse a
un mundo incrédulo y conservador, formado no solamente por los
legos
en la materia sino incluso por la propia comunidad científica.

As a journalist I am Coordinator of UPENET (UPGRADE European Newtork), the network of publications, paper or online, from CEPIS' (Council of European Professional Informatics Societies) member societies, and Associate Editor of UPGRADE, The European Journal for the Informatics Professional, in charge of its UPENET section. UPGRADE is an open digital-only journal published, in English, by Novática on behalf of CEPIS, an organization ATI, publisher of Novática, is a founding member of.
I was founder of UPGRADE, in October 2000,
and Editor in Chief since then until June 2006.
From May 1996 to June 2006 I was Editor in Chief of Novática.
Novática, founded in 1975 (being
accordingly the oldest of
the existing ICT publications in Spain), is the bimonthly magazine and
journal of ATI (Asociación
de Técnicos
de Informática), the leading association of ICT
professionals
in Spain, created in 1967, with around 4,500 members.
I give frequent lectures all over the country, and write articles, on topics related to the social impact of these technologies;specially, in recent years, on Free Software and Open Knowledge (see article, in Spanish, on Free Software by clicking here).
Since 2001 I am an Associate Professor of Computing Law in the Faculty of Law / ICADE of the Universidad Pontificia Comillas.
As a freelance ICT Consultant I deal with projects in several areas.
Previously, from 1969 to 1975 I worked for Olivetti, Honeywell Bull, and IBM. While in IBM I received a Chairman's Outstanding Achievement Award from its Chairman, and an Outstanding Contribution Award, both on R&D work developed in the area of Data and Information Architecture carried in the IBM Labs in Santa Teresa (California) and Rome (Italy).
